
As part of its ongoing commitment to National Content, the Papua LNG project aims to procure goods and services from Papua New Guinea owned and in-country based companies wherever possible. To enhance local economic development, Papua LNG plans to provide various support mechanisms to assist PNG companies and Project landowner business participation.

Enterprise Development Centre
The PNG Institute of Banking and Business Management Enterprise Development Centre (IBBM EDC) is a well-respected and long-standing organization in Papua New Guinea. It began providing training and capacity building to PNG businesses during the country’s first major gas project, PNG LNG. Building on this experience the EDC will support Papua LNG in the same endeavours.
In addition to these services, the EDC will operate a Supplier Management Portal (SMP), an online marketplace for PNG businesses to register their credentials as suppliers, for buyers throughout the Papua LNG supply chain, to research PNG suppliers and for buyers to post about opportunities for PNG suppliers to respond to.
Supplier Management Portal

In May 2023, Papua LNG introduced the Supplier Management Portal (SMP), a platform specifically designed for local and international businesses interested in participating in business activities in Papua New Guinea, including the Papua LNG project. Companies can register on the platform via png.daismp.com/index.html
These registered companies will undergo assessment, and those meeting the Project’s minimum supplier requirements will have the opportunity to submit tenders to the Engineering,
Procurement, and Construction (EPC) contractors. Importantly, the SMP serves not only the Papua LNG project but also other large national projects. It provides a space for suppliers of goods and services to register their businesses, allowing Project Managers and Contractors to connect with local businesses effectively.
Furthermore, the SMP serves as a valuable tool for National Content reporting.

Community Representative Companies (CRCs) and Papua LNG project
In line with required PNG Government processes including the upcoming Development Forum and Ministerial Determinations, Papua LNG is progressively developing and formalizing its CRC relationships and capacity building. In order to be ready to support the construction phase after Papua LNG’s Final Investment Decision (FID), CRC capacity building and participation in pre-early works and early works has already begun.
Jerilai Pujari Holdings Limited (JPHL) – Landowner Company (Lanco)
Papua LNG has been working with Lanco Jerilai Pujari Holdings Limited (JPHL), to explore options for working with the landowners of the Petroleum Retention License Block (PRL15) and the landowners of the Pipeline Export Route (PER).
In 2024, the Papua LNG project renewed its financial support to JPHL via the Development Support Agreement in place.
Since 2014, PGK 2.7 Billion (USD$ 660.5 million), has been invested in country on National Content. The Project remains committed to further supporting business opportunities that enhance JPHL’s participation. To strengthen JPHL, the board of directors have been trained by the local Institute of Banking and Business Management (IBBM) in leadership and board governance.
2024 has been a successful year for JPHL. Not only were they able to secure new joint venture partners and contracts in fields for Project delivery during the early works campaign, but also to generate revenue, therefore strengthening its sustainability.
As Project operator, TotalEnergies is working with the National, Provincial, and Local Level Government, to support their ambitions for active participation and benefit, from the business and employment opportunities arising from Project activities, with a focus on accessibility for the identified landowners from the PAoI.
Joint ventures have been actively pursued and established between JPHL and successful local companies via an open tender process. Notably, Jerilai Pujari Transport Limited (JPTL) was formed between JPHL and Native Industries Limited.
JPTL’s purpose is to supply equipment directly to the Project and its contractors on-site. Additionally, the second joint venture, Jerilai Pujari Field Services Limited (JPFSL), was created in partnership with Oilmin Holdings Limited. JPFSL focuses on camp management and catering services at Herd Base.
These joint ventures commenced operations in early 2023. Furthermore, other joint ventures are in the pipeline, including those related to security and recruitment services. The Project remains committed to supporting business opportunities that enhance JPHL’s participation
