Early Works & Infrastructure (EWI) Information Sessions and Establishing Partnerships

Earlier in May and in the first week of June, the Papua LNG project team successfully updated local and international business houses in Papua New Guinea (PNG) the status of the Project, as well as crucial information regarding Upstream Project packages of interest.

Two information sessions in the form of breakfast events, were held in partnership with the Chamber of Commerce and Industry of Port Moresby and Lae respectively, bringing together local SMEs, experienced business houses and local buyers and suppliers from around the country.  

Additionally, prior to the EWI session held in Lae, members of the Papua LNG project team and TotalEnergies EP PNG (TEP PNG) staff paid a fortuitous visit to the campus of the PNG University of Technology (otherwise known as Unitech) and the National Polytechnic Institute of PNG.

This was done in recognition of both institutions’ contribution to producing the bulk of the country’s technical and field experts. Warmly welcomed by students and faculty members, the Project team on behalf of TEP Marketing and Services, also donated IT equipment to Unitech, for their use.

The general consensus of participants from both breakfast sessions were positive, as those in attendance felt better informed about the Project and how they may potentially become involved.

The sessions provided an avenue for prospective buyers, suppliers and local Small to Medium Enterprises to introduce themselves to two (2) workforce portals; the Supplier Management Portal (SMP) and the WAN PNG workforce portal to aid in their supply and demand needs.

TotalEnergies EP PNG Managing Director Jean-Marc Noiray in his opening speech at the first breakfast session in Port Moresby, remarked that the purpose of the EWI was to inform as many local SMEs and companies as possible, in anticipation of their future participation.

“One of the key elements to turn (this Project) into an exemplarity social project, besides attention to the environment, biodiversity and the community, is trying to maximise the national content of production,” he said. 

Project Director Emmanuel Hyest when interviewed by local media, stated that “Papua LNG is a big and very important project for Papua New Guinea. This Project is very important for the growth of the country.”

“It’s very challenging but we’d like this Project to be exemplary (on a global level) in terms of Social and Environmental (aspects),” he added.

Papua LNG Project Submits its Petroleum Licence Applications

May 30, 2023 – Port Moresby, Papua New Guinea

Marking yet another milestone for the Papua LNG project, six (6) of the required petroleum applications licences were submitted to the Department of Petroleum and Energy (DPE).

DPE Secretary Mr David Manau while addressing the key stakeholders present at the submission, stated that his department will continue the review and evaluation of each submission and as the Front End Engineering and Design phase progresses, they will work to complete the process.

Minister for Petroleum and Energy Hon. Kerenga Kua applauded TotalEnergies EP PNG (TEP PNG) for filing the application for a Petroleum Development License (PDL) in a timely manner which will now take the department several months to review.

TEP PNG Managing Director Jean-Marc Noiray noted that this positive step marked the continued streaming-up of the Project.

“Sticking to the highest principles of quality and compliance, are absolute requirements for this world class Project to succeed”.

He thanked Secretary Manau and the DPE team for their steady support to the progress of the whole Project, including the very efficient way in which the LOBID (Landowner Beneficiary Identification) process was recently concluded for the upstream part of the Project area.

He acknowledged the support of joint venture partners ExxonMobil and Santos for their constructive involvement in the submission of the license applications. 

Having submitted the Environment Impact Report to fellow regulator, the Conservation Environment Protection Authority (CEPA) in 2020, a draft National Content Plan is the next essential piece of work, to be submitted imminently to DPE.

World Environment Day – Tree Planting

June 5, 2023 – Port Moresby, Papua New Guinea

On June 5th, 2023, Papua LNG participated in the World Environment Day event organized by the National Capital District Commission (NCDC) under the leadership of Governor Hon. Powes Parkop. This year, 2023, also marks 50 years of celebrating the event globally.

Papua LNG is committed to developing an exemplary project with a strong focus on protecting the environment and enhancing biodiversity.

In this year’s WED event, Papua LNG donated 500 seedlings consisting of 7 different tree species which are suitable to soils within Port Moresby.

The seedlings were planted with the participation of colleagues from TotalEnergies EP PNG (TEP PNG) at five designated locations around the city. The sites were namely: Sana Memorial Park (in front of Parliament Haus), the University of Papua New Guinea, the Correctional Institution Services College at Bomana, Agua Road at Boroko and the Bisini Soccer grounds.

Papua LNG’s Zero Net Deforestation (ZND) objectives are well aligned with the NCDC’s own objectives to plant 1 million trees around Port Moresby in the next 10 years.

Lae – Early Works & Infrastructure Project Information Session

June 1, 2023 – Lae, Papua New Guinea

The Lae Chamber of Commerce & Industry, in collaboration with TotalEnergies EP PNG, the operator of the Papua LNG project, hosted a Early Works & Infrastructure Project Information Session on Thursday, 1st of June 2023 to provide updates on the Project.

The event was held at the Lae International Hotel from 7:00am to 9:00am and aimed to provide a comprehensive update on the progress of the Papua LNG project.

The Breakfast meeting served as an informative platform, offering insights into various aspects of the Project, including the Upstream Project Packages, Contracts & Procurement, Supplier Management Portal, the Enterprise Centre, and the PNG Wan workforce.

Attendees had the opportunity to gain valuable knowledge about the Project’s status which included future plans and developments.

A significant highlight of the session was the discussion on the first Upstream Project Package, which encompasses the Preparatory Work leading to Project Early Works. This segment provided attendees with a detailed understanding of the Project’s scope and the potential opportunities available within the supply chain.

The Papua LNG project team were present at the breakfast meeting. This interactive workshop format facilitated direct engagement and dialogue with the attendees. Interested companies registered to attend the event and made the most of the valuable networking and learning opportunities that were on offer.

Port Moresby – Early Works & Infrastructure Project Information Session

On May 11th, 2023, the Port Moresby Chamber of Commerce and Industry (Pom CCI) in conjuncture with Papua LNG, hosted an Early Works & Infrastructure (EWI) Project Information Session.

The event provided business houses, both local and international, the opportunity to learn more about the Papua LNG project, operated by TotalEnergies EP PNG Ltd.

Additionally, the event saw the introduction of the Supplier Management and WAN PNG Portals respectively. Papua LNG is committed to providing job opportunities for Papua New Guineans whether this be through bringing their competencies to contribute to the Project or providing avenues for this.

The Supplier Management Portal (SMP) is targeted at local SMEs, potential Papua LNG local suppliers and other business organisations. It will be used by Engineering, Procurement and Construction (EPC) contractors and their subcontractors to identify suppliers to foster business development.

The WAN PNG portal on the other hand is aimed at all Papua New Guineans, from school leavers to young adults; to help them find the relevant skills training, job openings and skills mapping.  

The Papua LNG project is committed to the development of the national work force, enabling Papua New Guineans to gain experience in their trade and also to identify upskilling requirements, which the platform allows for.

The WAN PNG portal will also allow for equal opportunities to disadvantaged and minority groups, in addition to supporting local landowners during the clan documenting and location information period.

Workforce development is a key element of the Papua LNG project’s commitment to National Content. During project construction, short-term job opportunities will be created. Longer-term employment and training and development programs will also be offered during the production phase, although fewer in numbers.

Papua New Guinea is entering a phase of strong economic growth, where several resource projects will commence starting with Papua LNG and as such, the launching of WAN PNG is timely.

Extension & Renewal of Partnership with National Volunteer Service

Papua LNG signed a Memorandum of Understanding (MoU) with the National Volunteer Service (NVS) and Gulf Provincial Administration, for the education program within the Papua LNG project area.

This initiative under the MoU is an extension of the Adult Literacy Program and will see a Primary school volunteer teacher in Wabo and Evara Primary school.

The lack of teachers in rural remote schools has been a growing concern. The objectives of this initiative are first, to make education accessible and second to improve the quality by providing support to teachers in the form of wages, logistics and encouraging a change in perspective.

Biodiversity, Societal and Environment Director for TotalEnergies EP PNG, Marie-Alix Dognin revealed that what often hinders teachers from staying is either a lack of support from the local community, or a difficulty to travel home on a regular basis.

“Having a teacher is one thing but providing them with sufficient and acceptable working conditions is a must, otherwise it’s no wonder, they don’t stay,” she said.

“The message that we pass on to the local communities, is that it is important for them to play their part in welcoming the teachers as well and show that the communities want them.”

Societal Manager David Doucet described the MoU signing as a renewal of a long-term partnership between the Papua LNG project and NVS, adding that the Project will also be providing stationary, solar lamps and transport for the teachers.

NVS Board Chairman Bernard Maladina stated that he is a firm believer in investing in partnerships with a strong focus on strengthening the capacity of rural areas.

“We’re very proud to work with such a company [Papua LNG] and we will ensure that we sustain this programme by getting the right volunteers to match the community’s needs and try to support provinces as well so the volunteers can then be absorbed into the Provincial Government,” said Mr Maladina.

The NVS partnership is based on a long term relationship which will lead to new programmes.

Panel #3 – April 2-3, 2023

Overview

The Papua LNG International Advisory Panel (IAP) held its third meeting in early April, 2023. This included a site visit to the Project area in Gulf Province (April 2 and 3, 2023) followed by a 1-day meeting (April 4, 2023) in Port Moresby involving members of the IAP and key Project staff to examine several important topics on which Panel input was sought, to review information and insights gained during the site visit, to discuss key issues, and to formulate recommendations for consideration by Papua LNG.

The members of the IAP appreciated the opportunity to visit the Project site and local villages within the Project area, which provided valuable initial insight into key aspects relating to the biodiversity, environmental, and social context of the Project. It also enabled the IAP to appreciate the need to spend additional time on site in order to explore and develop a deeper understanding of various key elements that relate to the Panel’s mission.

The IAP’s discussions with Project staff were open, frank, informative, and constructive, and they covered a wide range of important and relevant topics. The members of the Panel appreciated the willingness of Project staff to discuss complex issues and Papua LNG’s interest in the Panel and commitment to give careful consideration to its comments, suggestions, and recommendations.

BIODIVERSITY/CONSERVATION/ENVIRONMENT

3-B.1 Tree Clearing Program: Avoidance & Minimization of Impact

Prior to initiating clearing, to identify and give careful consideration to all possible options for avoidance and minimization of impacts on biodiversity and in particular with respect to Critical Habitat triggers such as the presence of threatened species.

To ensure that appropriate species are selected for planting in the cleared areas in order to facilitate and promote ecological restoration and to establish connectivity across the pipeline route to facilitate migration.

A detailed presentation was provided to the IAP of the plan for tree clearing in preparation for the establishment of the project pipeline. The IAP noted that the plan is robust and well conceived, appears to address all key issue, and is in good alignment with the project’s commitments and obligations, incl. with regard to the International Finance Corporation’s Performance Standard 6 (PS6).

3-B.2 Importance of Ecological restoration

To favor ecological restoration over simple reforestation or other forms of rehabilitation when planning for management of areas subsequent to impact resulting from project activities, in order both to ensure compliance with the requirements of PS6 and to maximize impact mitigation with regard to biodiversity.

SOCIETAL DEVELOPMENT

3-S.1 Importance of Social Dimension

To be very carefully consider Community Engagement & Communication with the local population

To have a dedicated session during the next IAP meeting

The site visit, and in particular the panel member’s limited initial interaction with local villages located within the Project area, as well as discussions with Project staff, enabled the IAP to develop an understanding that, while the biodiversity and environmental aspects of the Project are important and will require significant attention and investment, the social dimension is likely to be substantially more complex and therefore represents a greater risk to Project success, compliance with commitments and obligations, and ‘license to operate’.

The site visit was, however, far too short and only gave the panel members a very brief opportunity to meet with a small sample of three villages, which may or may not be representative, and did not enable us to interact w/ communities.

Consequently, the IAP is unable to formulate specific recommendations at this time regarding the social dimension of the Project. It is clear, however, that community engagement and communication with the local population needs to be very carefully considered and should be the focus of a dedicated session during the next IAP meeting # 4.

3-C.1 Documentation on Project History, Experiences & Progress

To consider developing a dedicated program to record & document project activities, data, knowledge, insights, and experiences, and that this information be utilized for communications and educational purposes, as well as for the publication of a monograph presenting the project’s history, challenges, and accomplishments.

Significant data, knowledge, and experience have been generated during the various phases of project conceptualization, design, impact assessment, and mitigation planning (inter alia), which is contained in many reports and other documents, and/or held by project staff, consultants, and other actors, both past and present.

This information is of significant value and will be important for the project moving forward, and much of it is also of substantial potential relevance to broader stakeholders within Papua New Guinea and beyond, including scientists, students, and other interested parties.

3-C.2 The Project Success: What does it look like?

To provide a complete picture of how the landscape will look, incl. both the natural & human managed environment, as well as of the livelihoods of local communities by means of a variety of forms such as a written description, a series of illustrated pamphlets or booklets, and/or an artist’s renditions & performances.

Experience from other projects elsewhere in the world has shown that it is easier to conceptualize, understand, and communicate about the value and importance of investing in a robust environmental and social program when it is placed in the context of a long-term vision that clearly describes and articulates the goals and desired outcomes – a vision of what ‘success’ would look like following closure.

This vision could take a variety of forms such as a written description, a series of illustrated pamphlets or booklets, and/or an artist’s rendition of how the landscape will look, including both the natural and human-managed environment, as well as of the livelihoods of local communities.

International Day of Forests

On March 21st, 2023, we joined forces with our Papua LNG Zero Net Deforestation (ZND) Project partner, the PNG Forest Authority to celebrate the International Day of Forests (IDoF) 2023. 🌳🌲🌿

Aligned with our commitment to the United Nations Sustainable Development Goals (3, 6, 13 and 15), Papua LNG contributed 2500 native tree seedlings which were jointly planted at the Kuriva Forestry Station, Central Province.
