Amended Upstream Environmental Permit Accepted for Papua LNG Project

Port Moresby, Friday, May 29, 2026 – The Conservation and Environment Protection Authority (CEPA) has formally handed over the amended Upstream Level 3 (L3) Environmental Permit EP-L3 (1030) to TotalEnergies EP PNG Limited (TotalEnergies) for the Papua LNG Project. This milestone marks an important step forward in the project’s development and reflects the ongoing collaboration between CEPA and TotalEnergies.

The amended permit builds on the 2019 Environmental Impact Statement and its 2024 Addendum, and incorporates a series of significant project design improvements. These updates demonstrate the project’s commitment to reducing its environmental footprint while optimising technical solutions.

Key modifications include the removal of the CALM buoy at Caution Bay, adjustments to condensate transport and offloading, and optimisation of shore-crossing routes and methodologies. These enhancements will significantly shorten the offshore condensate pipeline, reduce construction complexity, and minimize impacts and risks to sensitive mangrove and coral ecosystems.

The handover ceremony took place at CEPA headquarters in Waigani, with representatives from CEPA and the Papua LNG Project in attendance. On this occasion, CEPA Non-Renewable Resource Division Director Mr. Michael Wau presented the amended permit to TotalEnergies EP PNG HSSE Director Mrs. Claire Viaud, representing the upstream project operator.

TotalEnergies expressed its appreciation to CEPA for the thorough review and approval of the amendment application, and reaffirmed its commitment to continued collaboration to ensure the Papua LNG Project is developed in line with the highest environmental standards and a responsible, sustainable approach.
