Independent Advisory Panel
The Papua LNG Independent Advisory Panel (IAP) was set up as a key initiative of the Papua LNG Project in November 2022. The IAP brings together recognized experts in fields such as biodiversity, human rights, social development, community engagement and sustainability. The aim of the panel is to foster open dialogue and provide independent feedback to support the development of the Papua LNG project in line with the highest international standards.
Panelists were selected for their expertise and experience across environmental and social disciplines. Through their recommendations, they help guide the project’s approach to sustainability, biodiversity protection, human rights and community development.
The panel’s meetings are structured to encourage direct engagement with the project and the communities in the Project Area of Influence. Each session typically includes a two-day field visit across the project area, followed by two days of plenary discussions, where panelists share observations and engage in open dialogue with the project team.
At the conclusion of each session, the panelists formulate recommendations and share their feedback with TotalEnergies EP PNG to support continuous improvement of the project.
Panelists
The panel is composed of experts from diverse disciplines, including biodiversity conservation, anthropology, climate science, social development and community engagement.
The panel currently includes:
- Honorary Member: Dame Carol Kidu – Former Member of the Papua New Guinea Parliament and former Minister for Community Development
Recommendations from panelists
Following each session, panelists share observations and recommendations based on their field visits and discussions with project teams and local stakeholders.
These recommendations help inform the project’s approach to environmental protection, social performance and sustainable development. Papua LNG is committed to transparency and therefore publishes the panel’s recommendations and the actions taken in response.
The first session took place in November 2022. The 11th session will be held in Port Moresby in May 2026.

Independent Advisory Panel Charter
The Independent Advisory Panel operates under a formal Charter that defines its role, objectives and working principles. The Charter outlines the panel’s mandate to provide independent advice on environmental and social issues related to the Papua LNG project. It also establishes the principles of transparency, independence and open dialogue that guide the panel’s work.

The Charter of the Independent Advisory Panel has been formally endorsed and signed by all panel members. These signatures reflect the panelists’ commitment to supporting open dialogue and providing independent expertise to guide the project’s development.
