Downstream Section
ExxonMobil PNG Antelope Limited (EMPNGA) is the Delegated Construction Operator, responsible for the construction of the LNG production and export facilities located in the existing PNG LNG plant site leases. Niugini LNG Operating Company Limited (NLOC), an ExxonMobil affiliate, will operate the integrated LNG Plant.
Each Operator (TEPPNG and EMPNGA) will manage all relevant decision-making, stewardship, monitoring and planning within their respective scopes of responsibility.
ExxonMobil PNG Antelope Limited is responsible for the implementation of the ESMS with respect to the Downstream component, including Construction Environmental and Social Management Manual and Plans (CESMPs) and management oversight of relevant Downstream contractors (CPIs).
In addition, EMPNGA brings a suite of policies and commitments related to health, safety, environment, human rights and sustainability.
Environmental specialists work closely with the Papua New Guinea Conservation and Environment Protection Authority, as well as conservation stakeholders, to support the planning and implementation of environmental strategies and action plans.
Environmental and Social Management Plans
ExxonMobil PNG Antelope Limited strives to work in a manner that protects and promotes the safety and health of their staff and the communities where they work.
ExxonMobil PNG Antelope Limited manage the safety, security, health, environment and social aspects of their activities through a series of extensive and well-researched Environmental and Social Management Plans (ESMP). The Environmental and Social Management Plan framework forms the backbone of downstream environmental and social management. These plans contain detailed and well-researched measures to manage safety, security, health, environmental and social aspects of operations.
They are designed to:
- Describe methods to avoid, minimize and mitigate potential impacts
- Guide implementation during both construction and operations
- Ensure the safety and health of employees and surrounding communities
Mitigation measures are developed in line with the mitigation hierarchy, prioritizing impact avoidance wherever possible, followed by minimization and restoration, with offsetting considered only as a last resort.
Construction Phase
During construction, the Environmental and Social Management Plan defined the actions required to mitigate environmental and social impacts associated with building the PAPUA LNG Project. It provided a comprehensive framework that guided all activities throughout this phase.
